There were significant technical problems with getting the Urbos2 ready for service. While CAF were never particularly forthcoming about what the problems were, it was only after the NSW Safety regulator allowed them to run with out ATP did they get cleared for service. Thus it's assumed it was found not to be possible to integrate the Ebicab ATP into the Urbos 2 controls.
By the time the Urbos 2 trams were finally cleared for passenger service, the first of the new trams were arriving. The Urbos 2 had a very short time in service before being displaced by the new trams and they were returned to Spain.
The new order Urbos 3 were also to have ATP, but once a safety case for non ATP working had been established, ATP was dropped from their specification.
